HISTORY OF THE DIVISION OF BACOLOD CITY

   The Division of Bacolod City was organized in 1951. It is situated in the Capital of Negros Occidental, the urbanized City of Bacolod called the City of Smiles endowed with vast natural resources, a mild climate and a very rich cultural heritage. The Division of Bacolod City was originally a part of the Division of Negros Occidental. It started to be independent with Mr. Patricio Guzom as the acting assistant from 1951-1952. The Division of Bacolod City had its first Schools Division Superintendent in 1953 in the person of Mr. Dominador K. Lopez who served up to 1956.

   The Division of Bacolod City had been under the following Schools Division Superintendents: Mr. Ricardo c. Gonzales from 1970-1983 with Dr. Marcela T. Tating  as Assistant Schools Division Superintendent, Mr. Manuel C. Taglorin with Mr. Alfredo R. Gonzales promoted as Assistant Schools Division Superintendent, 1984-1986, Dr. Sergia Q. Agas, 1987-1990, Dr. Trinidad D. Seva, 1991-1994,  Mr. Teodosio M. Borres, 1996-1999 and Dr. Milagros S. Gonzales, CESO V  from 1999 to Nov. 3, 2009. Dr. Luisito J. Escalona was the Assistant Schools Division Superintendent. In 2008-2014, the Schools Division Superintendent is Mrs. Ma. Gemma M. Ledesma, CESO V and Mr. John Arnold S. Siena is the Assistant Schools Division Superintendent.

    It is composed of seven (7) districts with forty-six (46) public elementary schools and (182) private elementary schools. There are (38) public kindergarten schools and (148) private kindergarten schools. For SY:2009-2010, the enrollment is (59,129) in the public elementary schools and (148) for the private elementary schools. The average number of pupils per classroom is 45 and the teacher-student ratio is 1:37 There are twenty-two (22) public secondary schools, five (5) of which have extensions, and (34) private secondary schools. Enrollment for the secondary schools is (29,212) in the public schools and (10,217) for the private high schools. The teacher-student ratio is 1:32.

   As an epitome of excellence, the Division of Bacolod City is spearheading the projects and programs of the Department of Education. These programs and projects enhance its focus on the academic achievement and quality education which ultimately redound to the building of a strong nation of good, upright, self-reliant and productive citizens in the next generations to come. It caters to the needs of the masses but has shown excellence in many endeavors.

    Quality education for academic excellence is the cry of all the schools in the division. It has gained its prestige as a consistent topnotcher in the Regional Achievement Test (RAT) in the elementary level for SY 1997-2004. Schools in the division played a major role in the implementation of the programs and projects of DepEd and the City of Bacolod one of which is the Clean and Green Program, contributing to the fame of the city for the past years. Indeed, the Division of Bacolod City has made a name for itself-but has never rested on its laurels. In fact it is continuously working towards improvement, a task that is never completed but continually working to reap for more laurels, glory and fame for success in the future.

    Division of Bacolod City excelled in Sports and Journalism in the regional level for the past years up to the present and give honor to Region VI in the National Level.

Mandate

The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.

The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
